Maine aims to roll out sports gambling in the summer.

Maine Gambling Control Unit held its final public hearing last week on the regulations that will govern sports gambling, paving the way for the first legal sports gambling in the state. The rules are set to be finalized by early 2023 and will allow Mainers over 21 to bet on sports during the summer.

The proposals were created with safety and consumer protection in mind, with proposed regulations including age verification software, responsible gaming measures, as well as taxes that would put money towards education initiatives in Maine. 

But some of the rules that have been imposed are not to the liking of tribes and broadcasters who think they are too strict.

One of the rules that is causing controversy is the one that would require license applicants to submit recent state and federal tax returns.

As reported by Fox23Maine, Passamaquoddy Chief William Nicholas said: “Sovereign nations, native nations, do not pay state and federal taxes like other entities to be licensed under these rules. Yet the rules do not account for the very real differences.”

This rule leaves the tribes very upset since it can represent a setback when they want to apply for a gaming license.

On the other hand, broadcasters are against the rule that prohibits advertising sports gambling on college campuses and limits the amount of sports gambling advertising on local television stations.

Maine Association of Broadcasters President Tim Moore stated that sports gambling is a legal activity and “as long as the advertising is truthful and not misleading, then it’s protected by the First Amendment.”

The rule also prohibits celebrity endorsements, and all ads must be submitted at least ten days before airing to be approved by the state.

Moore says that this will be the strictest TV advertising regulation in the entire USA and that it will also represent a limitation for operators who will not be able to count on adequate advertising to publicize their businesses.

The goal is that everything is ready for summer.

Maine Gambling Control Unit Executive Director Milton Champion said. “I’d really like to do that. It would be nice to roll this out in, like June or July.”

The gaming commission does not want to delay things and wants to take advantage of the summer so that bettors can use two casinos and soon-to-be five off-track betting sites, in addition to the online betting that will be in the hands of the tribes.

Maine Gambling office and betting sportsbooks estimate that the state could bring in anywhere from $3.8 million to $6.9 million in annual revenue through sports wagering.

It is estimated that one of the sports that will have the most traction among bettors will be Baseball, but there are also great expectations with football and college basketball.
